1.0.9 Update! QoL and fixes!

Hey all! Thanks for waiting on this batch of updates:

• Fixed the game selecting the German language sometimes, even though there was no translations to show, resulting in ???? everywhere.
• Made stickers and cogs cap to 1:1:1 rarity ratio at high upgrade levels. (Yay for more bronze cogs)
• Fixed tooltip not working properly with different text sizes.
• Fixed tooltip sometimes not working on controller.
• Fixed a case of INFERNO not activating.
• Stickers now flicker after the box has been cut, to show that you need to collect them.
• You can now drag to collect stickers.
• Upgrade notifications now reset after a while, so you remember to purchase old upgrades.
